Cameron promised to stay on, but was faced with a leadership challenge from his MPs if he stayed.
He was under no obligation to give up the EU Presidency. This would have been the perfect opportunity to come up with a second confirmatory referendum with a choice between a legally binding Leave deal, and a legally binding Remain deal (keeping the promise to extend the franchise to all UK Citizens resident outside the UK. They could also have thrown in overseas constituencies, House of Lords reform and the vote for all EEA citizens resident in the UK and UK overseas territories, and dropping the voting age to 16, more than enough to ensure a Remain victory.
Rejoining the Customs Union is a good first step.
Much more important though is to concede a legal challenge that the UK and Gibraltar never left the EU legally in the first place because of the cheating in the Referendum, and to order a re-run of the 2016 Consultative Referendum on that basis, with a legally binding requirement for an absolute majority of the electorate to vote in favour of leaving before going to a second binding referendum on a deal, with an option to remain as well.
